According to article 29 in EU's Regulation 1013/2006 on shipment of waste, it is possible for The Danish EPA as competent authority to charge an administration fee to cover the Agency’s costs in relation to the administrative processing of notifications concerning shipments of waste and to the supervision of shipments of waste.
The fee is stipulated in the Danish Statutory Order on shipment of waste and shipments of used electrical and electronic equipment (no. 1229 of November 21, 2019).
The budget guidance from the Danish Ministry of Finance states in section 2.3.1.2, that the rate of fees must be set in such a way "[…] that a balance is sought over a continuous 4-year period from the start of and including the financial year".
Once a year, it must be assessed whether the costs should be reduced or the fee rate should be adjusted to ensure a balance between income and expenditure over the 4-year period.
The latest assessment of actual and budgeted costs for the administrative processing of the notifications and the supervision of shipments of waste has resulted in an adjustment of the fee that applies from January 1, 2020.
The digitalization of the notification process is expected to result in simplification of the companies' work on the notifications and to provide better and more accurate notifications, as well as more efficient processing of the cases by the Danish EPA. Initially, work is in progress on the development of a digital version of the notification form, which is expected to be completed for testing during the first half of 2020.
