A. Pre-processing and surface treatment of iron, steel and metal
A 201. Installations that apply a protective layer of molten metal, including hot-dip galvanising installations, when the quantity of material that is applied to the molten metal is less than or equal to 2 tonnes per hour.
A 202. Installations that carry out the surface treatment of metals and/or plastic materials via an electrolytic or chemical process where the total volume of the vessels used (including pre-treatment baths, process baths and pickling/stripping baths, but excluding rinsing baths) is less than or equal to 30 m3, with the exception of installations with the nature of a craft.
A 203. Installations that carry out dust-generating surface treatment, including the grinding, sandblasting and abrasive finishing of items made from iron, steel or other metals, where the total extraction capacity from the installation exceeds 10,000 normal m3 per hour.
- Installations that carry out the surface treatment of items made from iron, steel and other items, including chassis treatment, where the capacity for the use of organic solvents exceeds 6 kg per hour, except for installations that are covered by J 104.
A 204. Steel shipyards and floating docks (* cf. Annex 4, point 29).
A 205. Other installations that carry out the processing of iron, steel or other metals with a production area of 1,000 m2 or more.
A 206. Accumulator factories and cable factories.
A 207. Electrotechnical installations for print production or the production of transformers.
B. Pre-processing of certain raw materials
B 201. Lime works and chalk works with a production capacity of less than or equal to 50 tonnes per day.
B 202. Producers of cement and concrete (including concrete element factories and concrete product factories), as well as concrete mixing installations, with an annual production of 20,000 tonnes or more.
B 203. Calcination of flint.
B 204. Installations that manufacture construction elements predominantly from mineral raw materials.
C. Storage and manufacturing based on mineral oil, mineral oil products and natural gas
C 201. Stocks of mineral oil products of between 2,500 and 25,000 tonnes.
C 202. Asphalt factories and installations for manufacturing road materials with a production capacity of 10 tonnes per hour or more, with the exception of the cold processing of basic stone materials (* cf. Annex 4, point 29).
C 203. Roofing felt factories that manufacture roofing felt based on tar or bitumen.
C 204. Stocks of liquid gas (carbon hydrides) of between 50 and 200 tonnes.
D. Manufacturing, bottling and storage of chemical substances and products
D 201. Installations that manufacture organic or inorganic chemical substances, products or intermediate products, including enzymes, via processes other than chemical or biological processes.
- Stocks of organic or inorganic chemical substances, products or intermediate products, including enzymes.
D 202. Installations that manufacture medicines via processes other than chemical or biological processes.
D 203. Installations that manufacture colorants, additives or co-formulants, including for the food industry, via processes other than chemical or biological processes, with a total production capacity of at least 3,000 tonnes per year.
D 204. Installations that exclusively bottle and package basic plant protection products or biocides.
D 205. Soap factories, detergent factories and cleaning agent factories with a production capacity of at least 5,000 tonnes per year.
D 206. Installations that manufacture paint, lacquer or adhesives with a production capacity of at least 3,000 tonnes per year.
D 207. Installations which manufacture products via the sintering of fluoroplastic, compression moulding or fibre-reinforcement of thermosetting plastic and which have a plastic materials consumption of more than 100 kg per day.
D 208. Installations that manufacture plastic products via injection moulding, extrusion, including calendering, or via thermoforming, with a plastic materials consumption of more than 5 tonnes per day. Installations that manufacture expanded polystyrene products and that have a polystyrene consumption of more than 5 tonnes per day.
D 209. Installations that carry out the surface treatment of plastic where the consumption capacity as regards organic solvents exceeds 6 kg per hour, with the exception of installations that are covered by J 104.
E. Processing of vegetable raw materials, etc.
E 201. Paper factories and cardboard factories with a production capacity of less than 20 tonnes per day.
E 202. Installations that carry out the pressure-impregnation of timber.
E 203. Rotation, offset and serigraph printing works, book printing works and printing works in paper goods factories, cardboard box factories and plastic factories, where the consumption capacity as regards organic solvents is at least 6 kg per hour, with the exception of installations that are covered by J 104.
E 204. Timber mills with a fresh timber production capacity of at least 50,000 m3 solid mass annually as regards coniferous timber, or at least 10,000 m3 solid mass annually as regards deciduous timber, or with a total production capacity of at least 50,000 m3 solid mass as regards coniferous and deciduous timber annually. Installations that manufacture veneer sheets or fibre sheets (* cf. Annex 4, point 9).
E 205. Rubber goods factories with a production capacity of at least 1,000 tonnes per year.
E 206. Installations that carry out the pre-processing (washing, bleaching or mercerisation) or colouring of fibres or textile substances with a treatment capacity of less than or equal to 10 tonnes per day. Installations that carry out other forms of wet textile treatment, with the exception of laundries.
E 207. Foodstuff installations with a capacity of at least 6 tonnes an hour. Green drying and green pellet production. Timber drying and timber pellet production (* cf. Annex 4, point 29).
E 208. Oil mills and other plants for the refining or treatment of vegetable oils with an average finished product production capacity of less than or equal to 300 tonnes per day on a quarterly basis, with the exception of margarine factories.
E 209. Alcohol and yeast factories with an average finished product production capacity of less than or equal to 300 tonnes per day on a quarterly basis.
E 210. Sugar factories with an average finished product production capacity of less than or equal to 300 tonnes per day on a quarterly basis.
E 211. Breweries, mineral water factories and malt factories with an average finished product production capacity of between 50 and 300 tonnes per day on a quarterly basis.
E 212. Bread factories and bakery wholesalers with an average finished product production capacity of between 20 and 300 tonnes per day on a quarterly basis.
E 213. Potato starch factories with an average finished product production capacity of less than or equal to 300 tonnes per day on a quarterly basis.
E 214. Milling plants with an average finished product production capacity of less than or equal to 300 tonnes per day on a quarterly basis.
E 215. Installations that carry out the vacuum- and/or dip-impregnation of timber or the surface treatment of timber with capacity for the use of organic solvents in excess of 6 kg per hour, with the exception of installations that are covered by J 104.
F. Processing of animal raw materials
F 201. Slaughterhouses with capacity for the production of slaughtered poultry of between 17 and 50 tonnes per day.
F 202. Fishmeal factories and meat factories (abattoirs), including bone meal factories, blood meal factories, blood plasma factories and feather meal factories with a processing capacity of less than or equal to 10 tonnes per day.
F 203. Tanneries with a finished product production capacity of less than or equal to 12 tonnes per day.
F 204. Installations for the manufacture of cheese and milk powder, where the average volume of milk-based raw materials received is between 100 and 200 tonnes per day on annual basis.
F 205. Other installations manufacturing shellfish or fish products, including preserved and deep-frozen products, with a finished product production capacity of between 10 and 75 tonnes per day.
F 206. Installations that carry out the drying or grinding of oyster or mussel shells.
F 207. Installations for the manufacture of feed for fur animals.
F 208. Installations for the manufacture of fish feed.
G. Power and heat generation
G 201. Power-generating plants, heat-generating plants, gas turbine plants and gas engine plants with a total rated thermal input of between 5 and 50 MW.
G 202. Power-generating plants, heat-generating plants, gas turbine plants and gas engine plants based on solid biofuels or biogas with a total rated thermal input of between 1 MW and 5 MW.
H. Motor sports tracks
H 201. Outdoor motor sports tracks and motorbike tracks, as well as technical driving facilities, with the exception of practice areas at technical driving facilities that are exclusively used for introductory practical driving instruction (* cf. Annex 4, point 29).
I. Fish farming and aquaculture
I 201. Saltwater fish farming with the exception of fish production installations with full recirculation and without direct discharge to watercourses, lakes or the sea.
I 202. Freshwater fish farming and other fish production installations except for fish production plants with full recirculation and without direct discharge to watercourses, lakes or the sea.
I 203. Mariculture, i.e. fish farming consisting of mesh cages, wire baskets or the like situated in marine aquatic areas whose operation requires the use of feed.
J. Other listed activities
J 201. Installations covered by Section 4 (column 2 activities) of the Executive Order on control of the risk of major accidents involving hazardous substances that are not already covered by this list.
J 202. Crematorium facilities.
J 203. Outdoor shooting ranges (*cf. Annex 4, point 29).
J 204. Amusement parks (* cf. Annex 4, point 29).
K. Utilisation and disposal of waste
K 201. Installations that utilise hazardous waste2) in accordance with one of the methods R 1, R 5, R 6, R 8 or R 9, as referred to in Annex 6B to the Executive Order on Waste,3) with a capacity of less than or equal to 10 tonnes/day.
K 202. Installations that utilise hazardous waste2) in accordance with one of the methods R 2, R 3, R 4, R 7, R 10 or R 10, as referred to in Annex 6B to the Executive Order on Waste3).
K 203. Installations for the storage, reloading, repackaging or sorting of hazardous waste2); cf. points R 12 and R 13 in Annex 6B and points D 14 and D 15 in Annex 6A to the Executive Order on Waste3), prior to utilisation or disposal5), with the exception of the installations referred to under points K 209, K 210, K 211 and K 212.
K 204. Installations for biological or physico-chemical treatment, as defined in points D 8 and D 9 of Annex 6A to the Executive Order on Waste3), of non-hazardous waste prior to disposal with a capacity of less than or equal to 50 tonnes of waste per day.
K 205. Installations that dispose of non-hazardous waste in accordance with one of the methods D 2, D 3, D 6 or D 13 in Annex 6A to the Executive Order on Waste3).
K 206. Installations that utilise non-hazardous waste in accordance with one of the methods R 1 – R 11, as referred to in Annex 6B to the Executive Order on Waste3), with the exception of the installations referred to under K 209 – K 215.
K 207. Landfill sites for non-hazardous waste which either receive less than or equal to 10 tonnes of waste per day or have a total capacity of less than or equal to 25,000 tonnes, with the exception of sites for the landfill of inert waste4).
K 208. Landfill sites for non-hazardous waste4).
K 209. Vehicle breaking (vehicle recycling).
K 210. Shipbreaking (* cf. Annex 4, point 29).
K 211. Recycling centres that receive waste from private sources and other similar waste from commercial enterprises; cf. points R 12 and R 13 in Annex 6B and points D 14 and D 15 of Annex 6A to the Executive Order on Waste3) with a waste input capacity of 30 tonnes per day or more or with more than four containers with a total volume of at least 30 m3.
K 211. Installations for the storage, reloading, repackaging or sorting of non-hazardous waste or waste from electrical and electronic equipment6); cf. points R 12 and R 13 in Annex 6B and points D 14 and D 15 in Annex 6A to the Executive Order on Waste3) prior to utilisation or disposal5) with a waste input capacity of 30 tonnes per day or more or with more than four containers with a total volume of at least 30 m3, with the exception of the installations referred to under point K 211.
K 213. Installations for the storage, treatment or processing of livestock manure, including livestock manure composting installations and biogas installations with an animal or vegetable waste input capacity, including livestock manure and slaughterhouse waste, of 30 tonnes per day or more.
K 214. Other composting installations with an annual waste input capacity of 100 tonnes or more with the exception of livestock manure.
K 215. Other installations that incinerate non-hazardous waste with a capacity of less than 3 tonnes per hour.
